ASEAN Defence Senior Officials' Meeting (ADSOM) & ADSOM-Plus

The meetings of the ASEAN Defence Senior Officials’ Meeting (ADSOM) and ADSOM-Plus will commence 12 February 2015, at JW Marriott, Kuala Lumpur and will end on Saturday, 14 February.

ADSOM gathers the senior officials of the ASEAN Member States, while ADSOM-Plus, in addition to the Member States, also include the Plus countries’ officials mostly from the defence ministries, in discussing strategic and practical cooperation.

ADSOM-Plus platform has thus far established six Experts’ Working Groups(EWGs) focusing on maritime security, humanitarian assistance and disaster relief, peacekeeping operation, military medicine, counter-terrorism, and humanitarian mine action. These EWGs plan and operationalize the activities approved by the ADMM (Ministers’ level) and are co-chaired by one Member State and one Plus country for a cycle of three years. The activities have contributed to greater interoperability between the armed forces as well as the capacity and capability building of the member countries.

The ADSOM and ADSOM-Plus are preceded by the ADSOM Working Group and ADSOM-Plus Working Group meetings held at Pulai Springs Resort, Johor on 22 to 24 January 2015.

WORKING VISIT BY H.E. LE LUONG MINH SECRETARY-GENERAL OF ASEAN TO MALAYSIA ON 7-9 JANUARY 2015

The Secretary-General of ASEAN, H.E. Le Luong Minh is undertaking a working visit to Malaysia from 7-9 January 2015. H.E. Le Luong Minh is accompanied by four Deputy Secretaries-General and officials from the ASEAN Secretariat. The working visit marks the beginning of Malaysia's role as Chairman of ASEAN. It is a tradition for the Secretary-General of ASEAN and his officials to visit the Chair country of ASEAN at the beginning of its chairmanship to discuss the preparations for the series of ASEAN meetings during the year.

During his visit, H.E. Le Luong Minh is scheduled to pay a courtesy call on YAB Dato' Sri Mohd. Najib Tun Haji Abdul Razak, Prime Minister on 8 January 2015. H.E. Le Luong Minh paid a courtesy call on YB Dato' Sri Anifah Aman, Minister of Foreign Affairs today. During the courtesy call, YB Foreign Minister highlighted pertinent issues relating to Malaysia's priorities and deliverables with the aim to ensure the success of Malaysia's role as the Chairman of ASEAN.

The working visit will provide the opportunity for both sides to further strengthen the existing relationship between Malaysia, as the current Chairman of ASEAN and the ASEAN Secretariat. The working visit is also important towards creating an understanding between Malaysia and the ASEAN Secretariat particularly when ASEAN is going to declare the establishment of the ASEAN Community at the end of 2015.

ASEAN FOREIGN MINISTERS’ RETREAT, KOTA KINABALU, SABAH, MALAYSIA 27-28 JANUARY 2015

YB Dato’ Sri Anifah Aman, the Minister of Foreign Affairs of Malaysia will lead the Malaysian delegation to the ASEAN Foreign Ministers’ Retreat (AMM Retreat) in Kota Kinabalu, Sabah, Malaysia. He will be accompanied by senior officials from the Ministry of Foreign Affairs and the Office of the Permanent Representative of Malaysia in Jakarta, Indonesia to ASEAN. The AMM Retreat will be preceded by several other important meetings namely, ASEAN Senior Officals Meeting (SOM), CPR Meeting and 4th ASEAN Coordinating Council Working Group Meeting (ACCWG) on ASEAN Community’s Post-2015 Vision. Malaysia is the Chairman of ASEAN for 2015.

The AMM Retreat will also involve the participation of the Foreign Ministers and senior officials of the other ASEAN Member States as well as the Secretary General of ASEAN and senior officials from the ASEAN Secretariat in Jakarta.

The AMM Retreat will give the opportunity for the ASEAN Foreign Ministers to discuss the ASEAN Community Building 2015 as well as ASEAN Community’s Post-2015 Vision. The ASEAN Foreign Ministers will exchange views on international and regional issues of common concern as well as means to enhance ASEAN relations with its partners and global community.

Malaysia will also highlight the important issues for Malaysia including Malaysia’s priorities as Chairman of ASEAN and to review the developments of implementation of decisions made by ASEAN in the previous meetings.

The previous AMM Retreat was held in Bagan, Myanmar on 17 January 2014.

CHAIRMANSHIP OF ASEAN 2015 BY MALAYSIA, COMMEMORATIVE STAMPS

To honour and celebrate the Chairmanship of ASEAN by Malaysia this year, Wisma Putra in collaboration with POS Malaysia launched a series of commemorative stamps and philatelic items during the ASEAN Foreign Ministers’ Retreat which is taking place in Kota Kinabalu, Sabah, Malaysia from 27 – 28 January, 2015.

The stamps jointly launched by the Chief Minister of Sabah, The Right Honourable Datuk Seri Panglima Musa Haji Aman, the Minister of Foreign Affairs, The Honourable Dato’ Sri Anifah Haji Aman and the covering group Chief Executive Officer of POS Malaysia, Mr. Azlan Shahrim during the Welcome Dinner for ASEAN Foreign Ministers and delegates on 27 January, 2015, hosted by the Honourable Dato’ Sri Anifah Haji Aman.

The design of the stamps portray the chairmanship theme which is “Our People, Our Community, Our Vision”. The stamps will be available in denominations of 60 cents, 80 cents and RM1.20.

Malaysia assumed the role as Chair of ASEAN since 1 January, 2015 for a period of one year. It is Malaysia’s fourth Chairmanship of ASEAN. 2015 will be recorded as a historic year for the regional grouping as it will mark the establishment of the ASEAN Community, the realisation of a regional partnership that culminated almost over the period of five decades.

ASEAN FOREIGN MINISTERS’ STATEMENT ON THE VIOLENCE AND BRUTALITY COMMITTED BY EXTREMIST ORGANISATIONS IN IRAQ AND SYRIA

We, the Ministers of Foreign Affairs of ASEAN, in Kota Kinabalu, Malaysia on 28 January 2015 and recalling our Statement issued on 26 September 2014, condemn and deplore the violence and brutality committed by extremist organisations and radical groups in Iraq and Syria, whose impact increasingly poses a threat to all regions of the world.

We denounce all unlawful acts of destruction, violence and terror in all its forms and manifestations, including the apparent barbaric murder of a Japanese hostage and continued detainment of another; underline the need to bring all perpetrators of the reprehensible acts to justice; and call for the release of all hostages. We express support for and solidarity with the Government and people of Japan and commend her commitment to counter terrorism and violent extremism wherever they occur.

We hereby renew our commitment to the full implementation of the ASEAN Convention on Counter Terrorism, the ASEAN Comprehensive Plan of Action on Counter Terrorism, and the relevant provisions of international law and the UN Charter. We will work with the international community in its fight against terrorism, extremism and radicalism and to address its root causes, including through the promotion of the Global Movement of Moderates.

Turut serta ialah pegawai-pegawai kanan awam dan tentera Kementerian Pertahanan.
